Once and future intelligence challenges: labor

As we contemplate the prospect of a sustained global downturn – be it recession or even depression – there are a number of issues which will raise their ugly heads in an environment where the forward press of globalization may no longer obscure underlying tensions of instability. These are by no means new issues – although they will play out in new ways among the changed technologies and altered relationships of this new century. In the best tradition of unevenly distributed futures, many are already here with us, although they often go unremarked or unrecognized.

Among the issues that may re-emerge as profoundly important to senior decisionmakers – be they in Cabinets or boardrooms – is the age old question of control between those that work within the enterprise, and those that manage the industry and its capital. The end of history was thought to have changed this with the rise of the creative class, the global middle class, the universal investor class… or whichever other descriptor one would apply to a post-Marxist analytic framework that recognizes the fundamental irrelevancy of old rhetoric in an age of unprecedented opportunity. However, the old lies still seem to have their appeal, as one might now witness in the offshore financial centers of the world, or the major infotech hubs of the emerging markets as Marxists and Maoists and other charlatans of all stripes begin to gain ground.

Even the United States itself is not immune from the renewed tensions between the workers and the structure which provides them their employment. It would have been hard if not impossible to predict, even a few short years ago, that the question of whether or not to eliminate the secret ballot for unionization votes could ever be taken seriously in a free and democratic society. And that such a question is now a linchpin of a Presidential election – albeit one of many, and a poorly understood linchpin at that, even among the chattering salons who routinely comment on such matters – is in its own way almost as baffling.

Unfortunately, this also a subject which has been taboo for generations, at least so far as the intelligence field has been concerned. In the domestic context, from the perspective of national intelligence, this is certainly proper. From the perspective of law enforcement and homeland security agencies that must grappling with the kind of convulsive protest and sustained low level kinetic conflict that marks the most severe of union difficulties (to say nothing of their radical anti-globalization counterparts further to the left along that single issue spectrum), this is perhaps something that might require revisiting in an atmosphere of informed debate. (Regrettably, we fear that such issues may be too rapidly politicized, particularly given the current tenor of the times, for an objective and cool headed debate to flourish before a major crisis might erupt). From the perspective of the corporate entity, it is certainly a topic that ought never have been forgotten – but history seems very long when one’s future is measured in quarterly earnings reports. We note anecdotally that the unions themselves have certainly not forgotten these lessons, as one of the best intel gigs we have ever been aware of was once bankrolled by a particular union’s leadership in order to attract the best and the brightest it might find for its own research and analysis.

For those that have forgotten, a small dose of history to refresh the institutional memory, this time drawn from the writings of the International Labour Office in 1922 (itself certainly no bastion of the bias of industrialists’ privilege): “The attention of the Industrial Intelligence Officer during the last 18 months has been occupied almost entirely with the widespread unrest in the labour.” So too may we as a profession find demands on our collective attention in the coming months of this newly uncertain time, in support of a wide range of clients.

Be it the labor violence of the developing world, the politically convenient rhetoric of entitlement, or the industry destroying burdens of legacy pension obligations, labor issues are a once and future intelligence challenge.

Of PSDs and future assassinations

It is no surprise that highly visible political targets under significant threat would seek the very best protection money could buy. Thus the news that Benazir Bhutto sought to obtain the services of a Blackwater protective security detail prior to her assassination is not entirely without precedent.

However, we are reminded of Mountainrunner’s admonition that private military companies play into US foreign policy overseas – and in particular, US public diplomacy – in a manner that few analysts or decision-makers take into account. Blackwater is among the most visibly associated with US engagements in the Long War – even though it plays a protective rather than offensive role. In the minds of many in the Gap, Blackwater is just another instrument of the United States itself.

In this case, there is little doubt that a more professional PSD would have likely never permitted the risk of moving the principle standing in an open sun-roof, given recent attack history and threat intelligence. The likelihood therefore that Bhutto would have survived the attack – whatever one believes about the mechanism which may have actually inflicted the lethal wound (bullet, blast, or blunt trauma impact) – seems to mark the incident down into the “missed opportunities” column, the fodder for counterfactual analysis and alternative history for a long time to come.

It has long been a maxim that any political target can be taken by a sufficiently motivated suicidal attacker. While modern protective intelligence and operational TTPs have thankfully greatly reduced the margin of success for an attack, the PIRA’s warning to Lady Thatcher after the failed 1984 IED attack still haunts every practitioner: “Today we were unlucky, but remember we only have to be lucky once. You will have to be lucky always.”

Given this backdrop, one can only imagine the consequences of a successful attack should a Blackwater PSD have been engaged to protect Ms. Bhutto. The conspiracy minded would have a field day – and such suggestions have a way of turning to riots in the global Street. Belmont Club has a few of the headlines that we might have seen run in the past few days in such an alternative history.

Any PMC which might take on such a high visibility, high threat contract in the future must be prepared for this kind of aftermath from the start. The State Department should also be planning for such contingencies, both to counter the inevitable immediate reactions as well as the potential long term impact to an American image which is inextricably tied to PMC actions abroad.

More significantly for the purposes of our profession, those engaged in providing protective intelligence support to such engagements must be exceedingly mindful of the possibility that all intelligence activities and products will no doubt come under the microscope of public examination in the days and weeks following an attack. We can think of little better fodder for the kind of damaging political grandstanding that has been favoured in the Beltway as of late, or for the kind of lawfare that has sapped critical capabilities on so many accounts. Even if such protective intelligence is provided under the auspices of official USG liaison, should contractors have been involved in the analysis and production process, we could well see the same sort of scrum develop. (This creates one of the better arguments for defining publishing and release authority as an inherently governmental responsibility, we should think – as it is done in most shops. However, there will likely always be a number of unresolved questions regarding uncoordinated products and unpublished or internal papers sufficient to keep such arguments alive for some time. The buck may stop at a government officer’s desk, but we are sure the damnable lawyers will have their day with the underlying process in any event.)

This has significant implications even in the domestic homeland security environment. Those of the numerous fusion centers and watch desks around the community that have protective intelligence for state and local officials as a secondary (and often implied) responsibility will no doubt face very similar challenges, to perhaps even a greater degree of political vitriol – including the same dynamics that arise with any degree of privatized support.

Let us be clear, though – such issues need not arise from any impropriety on the part of the private contractor capability, be they intelligence officers or PSD operators. This is an emergent property of the current political and media atmosphere that has not yet reconciled to the business of privatized intelligence or PMCs – largely because of the continued illusion that the state can (or should) somehow magically still provide the range of capabilities demanded in the Long War. In a perfect world, it might be so – but as we fight on an ever more specialized basis across increasingly far flung locations, the impossibility of the drain on high demand / low density assets that attempts to service such illusions would create should be ever more obvious, even to the outsider. That the market organizes to meet the unfilled demand should not be such a surprise – and should be rationally discussed rather than sensationalized. Unfortunately, the Beltway and media does not often function on the logic of reality, but rather according the rules of transient political advantage.

Strategic communications, public affairs, and public diplomacy professionals that will have to deal with the consequences of such an incident in the future had best start preparing contingency planning for this sort of political football. It is only a matter of time – and of adversary kinetic and IO action.

Protective intelligence in the spotlight

Via several open media sources in the UK comes word of a the formation of a new protective intelligence unit, the Fixated Threat Assessment Centre, designed for the protection of high profile principals from potential stalkers and lone assassins. The unit, apparently operating within the Met, is comprised of a mix of psychology and psychiatry experts supporting sworn police and civilian research / intelligence specialists.

At first blush, this seems like a long overdue UK adoption of a similar model currently in use within the US Secret Service, the National Threat Assessment Center. The US unit is noted, in addition to its substantive operational activities and line intelligence production, for excellent contributions to the literature of intelligence on this specialized (but vital) function, drawn from a case study method program of their own creation. They even produced an excellent introductory text a few years back, well worth the time for any professional assigned to even occasional PSD missions.

However, it should be noted that Special Branch has long held the protective services mission, and has enjoyed considerable intelligence support over the years from the UK’s police intelligence and security services. The UK’s “new” unit is likely just a new task force model with greater participation by health services experts. Nonetheless, it is another example of joint interagency fusion bringing new players and traditional mission owners to the same table to tackle difficult and enduring problem sets – something we have, and continued to, strongly support.

As the disciplines within homeland security intelligence continue to emerge and become more defined, we firmly believe that principal-focused threats will make up a significant percentage of requirements, especially in departments and agencies which may not previously have been tasked to support these needs. With the explosion of publicly available information regarding individuals accessible through low cost (or free) online services, and the growth of the politics of personal destruction, the threats to prominent individuals (even at levels far below those traditionally considered “national” exposure) will only increase.

To this later point, we are reminded that robust online collection through large scale internet exploitation may be one of the better ways at identifying early indicators of such threats – but like all such efforts, requires serious analytical strategies to avoid information overload and irrelevance. Given the recent news that others are now paying serious attention to the Jesters at the Futurists’ Court Table (in the form of homeland security taskings for Sigma), we recall an different science fiction author, Neal Stephenson’s notional approach to solving this likely analytical bottleneck through the use of expert system software designed to identify paranoid schizophrenics – and the unexpected spin-off’s that result when such software is available on the market. While the reality may never be so dramatic, the story does serve to challenge with new concepts of future intelligence challenges.
